Following the second session of political consultations between Senegal and Finland held on March 26, 2026, in Dakar, the Senegalese Ministry of Communication, Telecommunications, and the Digital Economy engaged in high-level discussions to strengthen bilateral digital cooperation.
A Finnish delegation, led by Under-Secretary of State Outi Holopainen and accompanied by Ambassador Katja Ahlfors, met with Senegalese authorities to align their shared priorities regarding digital transformation and modern communication strategies.
The discussions identified several critical areas for strategic partnership, with a primary focus on developing high-performance and sovereign digital infrastructure. This comprehensive plan includes modernizing data centers, interconnecting government administrations, and establishing an “AI-ready” data center, alongside expanding the capacity of the SHARE subsea cable. Both nations committed to intensifying their technical and financial cooperation to support Senegal’s ambitious goals under the “New Technological Deal” and the international “Global Gateway” initiative.
Cybersecurity was also established as a top priority in response to evolving global threats. The talks centered on strengthening national capacities, securing critical infrastructure, and consolidating international partnerships to protect digital assets. Additionally, Senegal and Finland agreed to collaborate on combating disinformation and promoting media literacy through knowledge sharing and the implementation of innovative solutions designed to safeguard the reliability of information.
The meeting concluded by reaffirming a mutual commitment to building a robust strategic partnership focused on innovation, skills transfer, and the development of sustainable digital solutions. This engagement effectively paves the way for new collaborative opportunities that will support Senegal’s digital transformation while bolstering its national digital sovereignty for the benefit of its population.
