The address coincides with significant macroeconomic developments, following a staff-level agreement reached with the International Monetary Fund (IMF) on a 36-month Extended Credit Facility valued at roughly $2.2 billion. Designed to back Senegal’s 2026–2029 reform agenda, the proposed package focuses on boosting domestic revenue, tightening public spending controls, enhancing state-owned enterprise oversight, and expanding social protection initiatives like targeted cash transfers. Authorities also plan to restructure national debt to widen fiscal space for key development initiatives, alongside implementing a medium-term tax strategy by 2027 to ensure long-term stability.
This policy rollout comes on the heels of robust economic indicators, including a 6.7% real GDP growth rate in 2025 fueled by initial oil production, alongside a non-hydrocarbon growth recovery to 4.7% in early 2026 driven by local consumption. While low inflation at 1.4% supports the domestic outlook, final approval of the IMF arrangement remains subject to board review, corrective measures regarding historical data reporting, and financial backing from regional and international partners.
