Stephanie Koury, the UN Deputy Special Representative for Political Affairs in Libya, met on Saturday with Constant Serge Bounda, the Minister of Foreign Affairs, La Francophonie, and Congolese Abroad.
The meeting was to discuss the latest political, economic, and security developments in Libya, as monitored by UNSMIL and the African Union.
It focused on national reconciliation and transitional justice efforts, as well as progress made by the African Union High-Level Committee on Libya, chaired by Congolese President Denis Sassou
Nguesso.
The committee’s efforts culminated in the signing of the Libyan National Charter for Reconciliation and Social Peace in February 2025, under the auspices of the African Union.
Koury also reviewed the evolution of the UN-facilitated political process, including the agreement reached during the smaller-format meeting and the outcomes of the structured dialogue.
The agreement resulting from this restricted meeting, signed on August 30, 2026, addresses the reconstitution of the High National Elections Commission board and amendments to the electoral framework, with the aim of holding parliamentary and presidential elections within two years.
Both parties agreed on the importance of strengthening cooperation between the United Nations and the African Union to support Libya’s efforts to advance the political process.
The talks take place within the framework of ongoing efforts by the UN and the African Union to promote national reconciliation in Libya, build consensus among Libyan stakeholders, and advance the political process toward a lasting settlement.
Libya has continued to face institutional fragmentation since 2011, with rival authorities in the east and west, despite a ceasefire signed in 2020 that put an end to large-scale fighting.
