Guinea’s Ministry of Environment and Sustainable Development (MEDD) and the Ministry of the Budget have finalized technical adjustments to the 2027–2029 Medium-Term Expenditure Framework (MTEF) during a joint working session in Conakry on October 14, 2026.
Led by MEDD Secretary-General Dr. Karim Samoura, environmental officials met with budget administrators to refine multi-year fiscal allocations following the earlier approval of the sector’s overarching strategic guidelines and priority programs.
The consensus reached on technical amendments enables the environment ministry to proceed with final planning for its multi-year activity portfolio. Budget–MTEF Committee representatives commended the quality of the technical submissions and granted the MEDD a short window to submit its final consolidated document, which includes detailing action sheets and structuring program-level resource distributions. The coordinated fiscal review aims to ensure transparent and structured expenditure planning across Guinea’s environmental and sustainable development sectors through 2029.
