Mali’s National Treasury successfully raised CFAF 44 billion on the West African Monetary Union (UMOA) regional government securities market following a heavily oversubscribed debt auction held on Wednesday, October 28, 2026.
Financial market investors submitted total bids amounting to CFAF 74.726 billion—nearly 1.9 times the initial CFAF 40 billion target sought by sovereign authorities. The Treasury letztlich accepted CFAF 36.5 billion in three-year bonds at an average yield of 7.67%, CFAF 4 billion in five-year bonds at a 7.58% yield, and CFAF 3.5 billion in one-year short-term paper. Average yields across both medium- and long-term tranches saw a modest tightening compared to the previous sovereign auction on October 14, where three- and five-year paper cleared at 7.78% and 7.63% respectively.
The successful issuance brings Bamako’s total capital raised on the regional market during October to CFAF 77 billion, following an earlier CFAF 33 billion mobilization mid-month. Cumulatively, gross domestic and regional debt issuance since January 2026 has reached approximately CFAF 1,284.35 billion—representing roughly 88.6 percent of the Malian government’s CFAF 1,450 billion annual market borrowing target. To bridge the remaining CFAF 165.65 billion shortfall before year-end, the UMOA-Titres issuance calendar outlines four final debt operations scheduled through November and December, projecting an additional combined target of CFAF 215.13 billion to cover ongoing fiscal requirements and upcoming debt maturities.
