The launch of the pilot phase of the women’s empowerment program, led by the Ministry of Women, Family, and
Children, under the leadership of Ms. Nasseneba Toure, is scheduled for Thursday, September 18, 2025, at the Abobo sports complex, a town in northern Abidjan.
Côte d’Ivoire marks a major turning point for women’s economic and social empowerment with the official launch of the pilot phase of the Women’s Empowerment Initiatives and Economic Capacity Development (DICEFA) program.
This initiative is a continuation of the National Women’s Conference of Côte d’Ivoire (ANAFCI), a key platform for expressing the specific needs of Ivorian women to the government.
In response to their grievances, and under the leadership of President Alassane Ouattara, the DICEFA program translates national commitment into concrete action.
This project targets women in eleven regions of the country. This program, which aims to strengthen women’s economic skills and facilitate their access to financing and property ownership, will be launched under the theme “From Commitment to Action: Investing in Women for a Prosperous Côte d’Ivoire.”
It is expected to develop an environment conducive to women’s entrepreneurship in several sectors. The program also targets food security, a priority integrated into this initiative.
This pilot phase will be tested in Abidjan, San-Pedro, and in the regions of Haut-Sassandra, Gôh, Poro, Tchologo, Gbêkê, Kabadougou, Tonkpi, Bafing, and Gontougo. These areas will serve as socioeconomic laboratories to fine-tune the program before its gradual rollout across the country.
The official launch also aims to mobilise regional authorities to ensure strong local support and to present the program directly to future beneficiaries as well as local stakeholders within these communities.
Through this initiative, Côte d’Ivoire reaffirms its commitment to making women a central pillar of its economic and social development, combining gender equality and entrepreneurial dynamism.
The DICEFA Program is intended to be an ambitious and inclusive initiative, marking a decisive step in building a more just, balanced, and prosperous Ivorian society.
