The Senegalese financial prosecutor’s office has announced the opening of a judicial inquiry into the execution of the rural electrification contract between the Senegalese Rural Electrification Agency (ASER) and the Spanish company AEE POWER EPC SAU.
The case follows a complaint filed on October 16, 2025, by MP Thierno Alassane Sall, concerning alleged forgery, use of forged documents, and embezzlement of public funds.
Following an investigation conducted by the Dakar Research Section, the financial prosecutor’s office believes that the evidence gathered suggests actions that could constitute criminal offenses.
The judicial investigation targets certain executives of the companies involved, the legal entities concerned, and unspecified people, notably for criminal conspiracy, embezzlement of public funds, forgery and use of forged documents, money laundering, corruption, illegal taking of interest, influence peddling, and complicity.
The financial prosecutor, El Hadji Alioune Abdoulaye Sylla, specifies that an international letter of request and a judicial delegation have been requested to further the investigations and identify all
individuals likely to be involved.
The prosecutor’s office indicates that the judicial investigation may also cover any other offenses that may be revealed during the course of the investigations.
